一、背景介绍
Background Introduction
港航业是一个国家基础性、战略性的产业,因而受到世界各国政府的高度重视。随着全球经济的换档发展,世界各国更加重视港航产业发展的质量和效益,尤其受中国“一带一路”和“自由贸易港”政策的影响,调整港航产业结构,发展绿色低碳高效的港航产业已成为行业的共识。
根据IMO的路线图,2020年1月1日将开始执行对全球商船0.5%的硫排放上限极,但如何应对 这一挑战,目前各方应对措施扑朔迷离。对于船东而言,究竟是使用低硫燃料还是安装废弃清洗系统(洗涤器),或者使用其他替代燃料(如LNG等)均不甚明朗,又缺乏相应的准入标准。更为糟糕的是,船东、炼厂、燃油供应商、船旗国和各行业组织之间缺乏有效的沟通,互相观望气氛浓重,对彼此的数据和分析充满质疑。可现实是,2020年已近在咫尺。
According to IMO’s roadmap, all global commercial ships should comply with the 0.5% sulphur cap from 1st January 2020. Currently, possible counter measures to tackle this challenge still remains obscure to all stakeholders. When it comes to shipowners, either use the low sulphur fuel, install scrubbers or alternative fuels (e.g. LNG) is all but tough choice, let alone the solution lack of corresponding entrance standards. What’s worse is the effective communication gap among shipowners, refineries, fuel suppliers, flag states and various associations which place the stakeholders “wait and see” and distrust each other’s data and analysis. Nevertheless, the reality is: 2020 is just around the corner.

In order to provide effective communication and exchange channel, in particular, to provide guidance with vested interest parties on how to take precautions in a scientific, order and economical manner, we would like to shake hands with Transport Commission of Shenzhen Municipality, www.ship.sh and CSIC to hold this dedicated conference.
